Provincial cities often experienced their own architectural aggrandizement, especially if they were the birthplace of an emperor. Septimius Severus, in his hometown of Lepcis Magna, commissioned this forum and basilica. The basilica contained two apses and a colonnade composed of two stories which, like the Basilica of Maxentius, would have allowed for a clerestory.
